So you've set it for all groups on all profiles and you can verify that fact from looking at the reports of permissions?

Only the reports for member groups permissions on the default board generates. And the only thing that one shows me are which boards can be accessed by which groups, it doesn't tell me any other permissions. Group Permissions only reports on who can do what in the default board set, not any other. When I click the one for 'board permissions', it only takes me to a totally blank white screen. So I verified it by going in manually to look. They are enabled.
