Ohh I should say I can manually exchange the file in ./Themes/default/images ...with my off.png and yes I can get it to display

no problems installing
loading images does not appear in the forum, but what's the problem?

As always, are you using a custom theme.  If so, check the smf default theme first and see if they appear. 

Also, do a hard refresh on the board index page.
