Any ideas? What modifications should I make have been added? I don't have an issue with manually editing the code to get it to work, I just need to know what I need to focus on.

Indeed it is.

I went through and verified that all code modifications shown in the package parser have been made (I didn't check for those listed as not vital to the mod).
This has actually happened now on two separate installations.

I had it in maintenance mode, so it wasn't displaying. Had no idea that it would be turned off in maintenance mode. Turned out to be a good thing, because I had blocks that were causing the page to not load.
