If you are referring to the bar/links menu, then no. Thats not a mod. Its been added to the theme itself, and made so that it will only show if you are a part of that membergroup.

If you want to make your own, then you will have to edit the 'template_body_above()' function from your '/Themes/{themename}/index.template.php' file.
