Customized Scrollbars

Hi,
I'd like to alter the appearance of my scrollbars .. a la
  scrollbar-3dlight-color:#007600; ... etc.

I've tried altering the CSS and adding these definitions directly into the template file but with no effect ... how and where do I add such definitions ?

Internet Explorer doesn't support this proprietary CSS extension when in standards mode.  This means to you, it doesn't work when using xhtml.  There are long discussions on this here.
