2 questions about Windows network

1-can I make a mini network within the main network ? I mean can I make a sub unit of the network as a central unit for some other unit to run a small network ?
2-what are pipes in Windows NTs?

Well, on Win200 or XP - you can have two IP addresses - a primary and a secondary, and either can be on a different subnet.

you can have work groups that are on the same network but apart from each other,
each work group has access to different thing if the administrator sets it up like that.

I am asking because I want to setup mysql, php and Apache in a unit and I want some other units to be able to use these three servers by connecting to this unit ...
and what about pipes ? I read this in MySQL manual :
