Indeed, with HTML it's even in the name: HyperText Markup Language. Both XML and HTML are derived from the much older SGML (Standardized Generalized Markup Language) which is decended from IBM's GML (Generalized Markup Language).
To be an actual programming language, you need basic logical constructs (if/else, do/while, ...) and other features. Markup languages lack these as they are designed to be semantic aids to data.
Interestingly, there is a tag-based scripting language called ColdFusion. It looks very much like HTML (it was designed this way on purpose), but it's actually a programming language.

You forgot C and C++. They are used to write the actual web servers and often are still used for CGI applications, although not nearly as much as they used to be. In a larger sense, those two languages are the most widely-used languages in general computing (COBOL and Pascal are still popular, but niche).

Nah, I didn't forget C or C++... :P I just didn't figure anyone actually used those any more. (Pascal and C++ is what I learned on, 20+ years ago)

Every contribution here should be valued.
Whether in form of php, html, css or anything that adds value into the whole project.
SMF 2.0 is not ready. That seems to be the issue at hand.
The people who are responsible for the announcement agreed that its not yet ready.
We must deal with it. If you are concerned about mods, install only a few of them.
Thats what i did. Its better to release a more stable one than a less stable one whether bugs will still be found or not.
This is our world now, this is almost like our life. We are living it, we are not in a rush to abandon it. Deal with it .

@Coastcab.com: SMF is a very good software, and that is, because the developers work hard to fix the bugs. Like Kindred said (or somebody else), if you want it released so fast, then you can better help them. And don't say "they don't accept me", because Nao helped with developing to, without being in the team. And really, i don't want it as soon as possible. I prefer wait a little bit longer to use a great release. Kindred said to: they aren't paid for what they do. So please respect the developers and the other team members. They work hard and they aren't aliens who can develop software in ten seconds.
