Basically, access to post to the tracker is restricted to beta testers and team members.

Something we hope to change in the near future too. We've waffled the idea to move to the bug genie for SMF3. We just need to get a converter finished for it so we can move from mantis.

I'm sorry for the trouble. You're right, it doesn't make things easy at all, and not friendly to interested contributors.

The legacy bug tracker that is currently installed though, will be changed, and with it, its settings and integration. As of this time, it is still, as pointed out, restricted for posting or commenting, and I intend to change that, although the intention is to set up the new tracker differently, along with other changes and information to the SMF community on the new setup and workflow.

The legacy tracker and its integration are particularly unsuited for a few reasons, for SMF development, and the way we're taking it in the future.
On another hand, if you wish, you can always take a look at the repos on both SM and developers' accounts, on Github, they all have issue trackers enabled, however moving our work to Github is still in a transition stage and not everything is there.

That all said, I really appreciate the assistance, and I would be happy if you take into account to join the beta team. During all this transition to a community project, and while we're not there yet, beta testers are invited to use the legacy bug tracker and a couple more tools to assist SMF development.
