Okay so my question is, if I bought another site say it's a specific phone, that has categories General Development etc, could I move those forums to a specific forum on my current forum? Also could I move it's users?

In a category I have another board for a specific phone say Samsung Galaxy S4(not out yet just using it as example). Then I have a site called SamsungGalaxyS4.com for example. Could I move all boards from SamsungGalaxyS4 to the board on the other site? And the members? Need exact directions if possible.

The fact you want to move it to 'other site' makes it so difficult. It's not an easy task, and certainly not one that can be explained in details with simple steps. I guess the fact you want to move only some boards makes it nearly impossible to do. If you want to join two forums (posts+users) it's been done before, just search for 'merge two forums'
