Make it so if the person only voted in the poll but did not post move the poll to the top of the newest posts so the poll can stay active.

That would be very useful (most of the time, if the poll is that important, I use 'sticky' for that ;) but this would be more handy ;) )

That would be extremely great! But isn't that part of the advanced permissions already?

Yep.  That would be the "poll_vote" permission.
