When warning a member, can I have the checkbox on the send notification be on by default?

And then, is it possible to customize the error message that appears when you click the checkbox but don't provide a notification template? Thanks

Don't know about the check box, but to answer the second part of your question you can amend the error mesage in the Errors.english.php file on line 372

This can be found in:  Themes/default/languages
