SMF on 1&1 Webhost Won't Install

I tried google, I tried the forums, I tried youtube tutorials, I tried cursing at my laptop, and nothing is working. Could you guys help maybe? Let's go over what I did...
I uploaded the SMF zip. I unzipped it to a new folder I named forum. I then created a database using mysql. That seems ok.
Next I'm supposed to change file permissions or something. I'm not sure if I'm doing this right. While in webfiles which is where you can access and modify your files uploaded to 1&1, I right click on all the necessary files the guide said to change by clicking on "security" tab on each and change the setting for "modify" to "allow". The guide mentions something about 777 and all these other numbers and FTP so I'll assume my way is different. Or probably wrong. Not sure.
Anyway, when I try to run the installer, it doesn't go past 0% and says...

I don't understand that error as I made a database and I thought that you set up the database in step 3.
Could someone shed some light on what I might be doing wrong?

Can you post a link to a phpinfo.php file (What is phpinfo.php?)?

Just a note the actual installer will create the database for you, you just need to name it if you want anything other than the default smf_ preface.
When you try to install did you browse to the installer in your web browser?

From the threads and other issues related to this I can find it appears the actual server could be to blame like php.ini needs an update or the servers not been configured right. If you own the server then you could try some things but if its a host then maybe contact them as server side you will not be able to make the right changes.
