Some "Additional Options" for users missing for Global Moderator

Hi All!
This is my first post/query, and I have carefully read the SMF manual, searched the support forums by version number, viewed the "read first" on asking questions and smart questions, and now I'm here, with an unanswered question.
I was recently made Global Moderator on a forum running SMF 1.1.16. As a moderator, I am trying hard to learn how the forum works behind the scenes and am making progress.
When I tried to make a post today, I found the usual user's "Additional Options" were different -- the option to browse to and post a photo was missing, replaced by administrative tick-boxes for locking, making sticky, or moving the topics. Of course, I'd like to post the occasional photo as I did when I was merely a user/member, but that option no longer appears.
My question(s):
1) Please, can you tell me if it is possible to recover these Additional Options?
2) If the answer to 1) above is no, can I "back out" of Global Moderator mode and post with User/Member status?
3) Do you have suggestions for me that will make it possible to include attachments to my posts as before?
[EDIT: On looking further at the manuals, it appears the checkbox (or whatever) allowing my group (Global Moderator) to post attachments has not been enabled. Please, can someone tell me if this is a reasonable assumption? My admin is not available at present to ask]
This has been a humbling experience, but I am trying my best, and thank you in advance for any assistance you can provide.

It seems that the forum administrator forgot to set these permissions missing.
There are two solutions:
* The administrator of this permission finir missing in ACP
* Add active Administrator you to the previous group as a secondary group (if not a group based on posts)
