Local Cookies dont work

Well, i set local cookies to be on but its not working.
It should set the cookie to "/forum", but instead it is setting to the main folder. And i really dont want that..

What should be the problem? Chmod somewhere? Bug?

Are you sure global cookies (sub domain independent) is off?  Have you tried logging in AFTER you turned on local cookies?

Im absolutely  sure about that... heres what i did so far:

Set local cookies off, Deleted ALL cookies (by IE), reconnected, set local cookies on, Deleted ALL cookies again and reconected. It still sets a global cookie =(

PS: sub domain independent is off and local cookies is on!! Help me pleaseee
This is urgent =(

Edit: I also tried to change the cookie name...didnt work

Edit²: This is not related but its worth telling you. The option "Enable Posting Basic HTML Tags" had no effect at all...i still cant post link urls: <a href="""></a>
