help on usergroup update

what i am looking for is
when a user gets his/her usergroup upgraded a new thread automatically created in a specific board saying congrats
any idea which file need to be modified or how can i do that

That would require a modification that doesn't exist yet. I would suggest you post in the Mod Requests board http://www.simplemachines.org/community/index.php?board=79.0
