Sometimes the internal server error is caused by file or folder permissions.  Have you checked that your folders are set to 755 and files to 644?  That URL appears to  be what you would get if you selected Package Manager from the admin menu.  Make sure the Packages folder is set to 755.  If that don't work, you might take a look at your server error log to see if there is anything there that might lead us to what is triggering the error.
