VB 3.7 to SMF error

I've installed SMF and trying to run conver.php but gets stuck on .../convert.php?step=1

Unable to find the settings for vBulletin 3. Please double check the path and try again.

I've tried the suggestions previously posted but without any luck :(

Are you sure the settings file for vBulletin is located at the path you're specifying?

sorry for the long time no reply,

there is no config.php file in admincp which i think is the problem
