Banning only guests or select members

So I recently remade a forum whose Admin disappeared, and the community migrated to the new one. However, guests still frequent the old forum and all we have is a Global Moderator. I've figured out how to redirect everyone to the new forum without Admin privileges - by banning IP address *.*.*.*, but the problem is that I don't want everyone banned.

So, is there a way to exempt select members from a ban, or simply ban guests only and allow those who are already registered to be able to use the forum, without having Admin privileges? Thanks in advance.
