low cpu usage shoutbox needed

it's not smf. it's that ajax in general uses a lot of resources. maybe think about blueimp chat, which afaik is flashbased?

Nope. BlueImp's chat is the AJAX Chat Integration which is JS based. It's FlashChat that's Flash based but even so there's still a connection issue because if you're not getting hit by making repeated lookups through AJAX, you're being hit with having to maintain multiple connections at the server end, which will flood most smaller hosts quickly (remember; on a stock configuration, Apache is geared up for 250 children, which really can be consumed quickly)

I thought about using a intergrated irc chat, but is there a way i could make them login the forum to get to the chat?
