Doing a full upgrade error

so I've been posting about site errors and I decided to re-download the full upgrade and try again. It seemed to work a little better, but now I get this. What do I do? I haven't changed any files inside of settings. I went and opened the settings and settings_bak file but they look the same. I'm not sure what to do.

Any help will be greatly appreciated!

Upload the repair_settings.php tool in your forum folder and run it to set the paths correctly.

THANK YOU!  I think it worked  ;D ;D
Now I just have to restore all my mods and hopefully not have to do this anytime soon again.....Thanks to godaddy....
