There are two solutions for this:
1) Go to http://www.simplemachines.org/, Click Search and write your problem ;)
2) Go to your own forum, Admin --> Configuration --> Current Theme :)

There are mods that do this, such as Ad Management Mod (http://custom.simplemachines.org/mods/index.php?mod=255).. Depends on your needs. I suggest you search around our Modifications area. (http://custom.simplemachines.org/mods/)

what im asking is how do i create that banner that i would insert on Ad Management
This would require you to use a program such as photoshop (not free), GIMP (free), or other image editing program to create an image. Either that or I am not really understanding what your question is. Are you trying to create your own Ad? or something else?
For Google Ads? Check out Google Adsense (http://adsense.google.com).
It automatically generates the banners for you.

Yes i'm trying to create my own ads
For photo editing software, try for free, GIMP or Paint.net. If you want to pay for a really good software, check out Adobe Photoshop.
