SMF Installer Problem related Permissions (?)

hi,

i have downloaded smf and unzip in a folder named "forum" but i cant install smf... when i enter ".../forum/install.php" to my browser, gives me wellknown error report which is:

agreement.txt

i have searched forums and found somethings. but...
the weird thing is that i gave full permission to my user (actually only user is me on my local machine) but still gives same error message.
i have tried;

- go to iis manager > right click "forum" folder > properties > check write
- go to www folder > right click "forum" folder > properties > security > check full allow for all users

but doesnt works :( i think i miss somethings...

i dont think that reason of this problem related with my system but... :
- xp pro sp2
- iis 5.1
- php 5
- mysql 5

Give the write permission to "everyone". That should solve it
