Maximum number of recipients allowed in a personal message set up to a membergr.

I like to see a mod which makes it possible to set up the maximum number of recipients allowed in a personal message according to a membergroup.
This to avoid spam of a member to other members (1 member send 719 PM's). The original option: users with permission to send newsletters are exempt from this restriction is not my wish, because I don't like to give this right to others accept admins.

I hope to hear for a solution.
