How would i make a site like this...

Is the majority of it php?  I don't have much experience with php except for small modding.  If anyone could help at all that would be great.. thanks in advance

im guessing most of the php part in this site is only include codes

Actually, the whole site uses php and SSI.php.  And, it uses SMF's template system.

You can do it pretty easily with SMF .
