Per user moderated posts option

I would like to see a mod that gives me the possibility to:

- switch on moderated posts for some users
- so they can post, but a moderator approves the post to be visible

Reason:
- some banned users can be watched after their ban period
- some users that need to be watched because of aggressive postings can be controled before they make mistakes

Exactly, must be possible to configure those options per user group too.
Mod shouldn't be visible for all, only for moderators.
