Firstly, you might be wanting to wait until RC comes out as that has the ability to put smileys in a "pop-up" window. Otherwise you'd have to code that yourself (harder). Other than the popup bit it's just a case of moving the HTML around in post.template.php. Just find the function "theme_postbox" and change the HTML to put the smileys in a row and not a column. Someone else may post the code if you're lucky

you can't really, without a lot of work in the template files.. or wait for RC1... (don't ask when it will be released... please! There is no release date as of yet...)

I think the smiley block option is available in Beta 6... which you have to be a charter member to get!
