thes mod send automatic meesage when i delete or movi a topic or post to him to tell him that

It is already in there. To see an example look at your profile, notifications section, and the bottom-most dropdown box selection is probably set to replies for posts and moderation. You can enable notification for everyone via resetting the current theme's options through the administration control panel though they might not want all the emails.

and he wants to disable the masseges  between the users but not between moderators

and when its disabled the user cant send but can recieve massegs  from other groups allowed to send masseges
