Can I allow Global Moderator to edit other members' membergroups?

Is there a way I can allow a Global Moderator the permission to edit other member's membergroups.

I don't want them to be able to edit their own and I don't want them to be able to make other members a global moderator or admin (of course)

What's to stop global moderators from getting other global moderators to modify their membergroups for them if you do it that way?

Global Moderators should not, in RC2, be able to make themselves admins, but if you give them power over permissions, they can adjust theirs such that they are basically administrators.
