Notify administrators when a new member joins--BUG

hello everyone!
my message board is experiencing a minor problem. when i go to the admin page and under 'Edit Features and Options' there is something like this 'Notify administrators when a new member joins' and when this option is checked, it send EMAILS TO ALL THE MEMBERS instead of the modetaros.
is there a fix for this problem? i just want the moderators to receive these notifications but not all the members.

Please don't use deny permissions; this is caused by using them - although, yes, it is a bug.

It has been fixed for the next release.
