Is there any way to view the Index.template.php with out logging to Ctl Panel,

Open windows explorer, and browse to the folder it's in

I guess you uploaded the files with a ftp client.


If so go to /SMF/THEMES/urTHEME/  now here is the index.template.php rightclick it and choose view or edit.

Basic sollution:
Well their are hundreds of ftp FILE TRANSFER PROTOCOL clients.

eg.

www.flashfxp.com

download - install - start - press F4 add a new site with your ftp login account information.   

eg.

ip address: webhosttalk.com
username: urFTPuserName
password: urFTPpassword

click connect and then refer as posted.
