Annoucement ?

On some other forums, it is possible to make what we call an "Annoucement" : the post is showed in the beginning of ALL forums.
Is it possible with the great SMF ?

Not possible at present in SMF. Someone may write a mod at some stage for it though.

Well their are 2 conclusion how to present BBS news or announcment whtever:

Board News Function: <?php ssi_boardNews(); ?>
A special board which topics taken for board news.
To implement this check out the SSI tutorials at the Template grafic boards.
