How can a Hyperlink open a new window?

I want to add a hyperlink in the reply like the existing one "Additional Options..."
so as the user to have access to more smilies.
in other words this link will open a new window (frame) with lots of smilies inside.
How can I achieve this?
Is there a way to avoid php programming? 
And of course (obvious question) where to save the extra smilies?

Have you tried :
Admin --> Smileys and Smiley Sets --> Add Smiley
you can control how the extra smile will be shown .. Location: Popup

Thanx but with this way I have to upload one file at a time... 
But apart from smilies if i nedd some day to add a hyperlink or popup menu how will i achieve this?

for that you need to modify Post.template.php .. look for:
// Display the check boxes for all the standard options - if they are available to the user!

you can put your own with the rest of options already available.
