How do I make the title of a forum link elsewhere?

You mean a redirection board (i.e., you click on the board and are redirected to another site)?  Download the mod for it in the Package Manager.  It's one of Grudge's mods.

Download that to your hard drive.  Then, go to the Admin area, click Package Manager, click Download New Packages, go to the "Upload a Package" box, and browse for the file that you downloaded.  Next, click Upload, and the package should be installed for you.
