Is there anyway that I could save a forum onto a computer for offline access?

What I would like to do is archive the entire forum that I created, put it all in a folder on my computer, and click on a file to open up the forum page (maybe something like index.html?), and access all the contents of the forum (posts, uploaded pictures, etc.).

Any help would be greatly appreciated. Thank you.

You'd probably need to use something like http://www.httrack.com/ although there are other ways to do it with a forum backup and XAMP http://www.apachefriends.org/en/xampp-windows.html

Namecheap (domains)

Yes you effectively have to create a whole web server on your localhost.  Where you able to achieve this richard_huang?  I know I use this at home for testing and design.  SO much easier, though it's not 100% the same as if live on certain hosts.
