"Default timezone" not support DST.

Hi Forum......and developers.

Last week-end I found out on Sunday morning that 2 out of 4 boards running on the same VPS were showing incorrect time.

I don't know in which version this started but at a certain point the install routine started adding a "default_timezone" variable in the smf_settings table and Load.php changes the timezone when this variable exists.  The problem is that it doesn't take DST into account so my two boards were 1 hour late.

As of SMF 2.0 RC1, you can go to Admin -> Features and Options
Then set the Server Timezone
