Hey I am new to this and i wanted to know if i could Make a template myself is there a program out there for me

No, there is not any program to make a whole new theme. However you will find some useful information regarding making themes in the sticky on this board.
Really sorry .. real life is demanding my full attention .. will be back soon hopefully :)
