I cannot find an option anywhere in the admin control panel to allow guests to view all of the boards. I have it where they cannot post, but I would like them to be able to read them without needing to register.

Acp-Boards. Choose the boards that you the guests to view and click the Modify button. Then tick the options for the guests. For more check the screenshot below.

Thank you! that makes sense, I thought that allowed guests to post, but its membergroup that you can disable posting from guest.

You will also want to check the box under:

Admin > Configuration > Features and Options > Allow guests to browse the forum
