Reporting an illegal forum?

Where would I go to do so, there's a forum with an 18+ material section for minors.

They are also allowing child porn to be private messaged around to people.

No posting child porn. That is ******ing disgusting. If you want to see some underage vagina, go pedo hunting.
Any and ALL porn must be 18+, If it's 17-, PM it to whoever wants it.

you would probably best doing a whoisit look up on the website address and find out who the owner is and then contact the police with the info you have

Report it to the local authorities if you are concerned. SMF itself has no control over this and no way to take any enforcement action.

Also, what if this was a nulled board? Will SMF be able to take any action on that?

No, they wouldn't, methinks. Since SMF is free, the issue of nulling doesn't apply.
