Global Announcements mod, take 2 (big pic warning)

Alright, I know there's a "global announcement/superstickies" mod, but I hate it.  For once I need to claim a phpbb mod superior to it   The pic below shows what I want, red text describing.

Is there anything like this?  If not, would it be possible (well of course, anythings possible, but you know what I mean)?

It is almost a year ago since this was posted, but is there already a mod for this?
I know there used to be a supersticky/global announcements-sticky kind of mod, but I can't find it anymore...

There is a GA/SS mod, but that's nowhere near what I was asking for in this thread.

Correct.  We do use that mod, but it just isn't what we're truly looking for.

I also use the Announcements on my current Phpbb board. I'm looking into conversion to SMF now and of course the least loss of functionality would be welcome, so I'm very interested in a mod that does this as well.
