Can't log in after upgrade

I upgraded to SMF 2 and now when I try to log in or perform a search, I get "ERROR 404 Not Found".  I downloaded and ran the Repair Settings utility but that did not help.  Any suggestions?

Did you upgrade using the large upgrade package?  Did you have any errors reported?  Error 404 is a file not found.

Yes I used the large upgrade package.  No errors were reported.  I can get to the forum and read posts so the upgrade was completed.  However whenever I try to log in, I get "ERROR 404 Not Found".    Again I ran the repair settings file but that did not help.  I get the same 404 error when I perform a search and when I try to register a new user.
