X posts to create topic

Hello.

I need modification to my smf . I don't know its name. So new user can't create new thread, when he hasn't got X posts.

Is this modification available to download?

In SMF2RC2 & SMF2RC3 you can arrange this without a MOD.
I don't know about earlier versions of SMF2

Make post dependent usergroups.

In usergroup permission you dont give permission to start new topics for new users
An you give the permission to start topics to the usergroup with enough postings
