can't install themes/packages after upgrade to RC3

I upgrade successfully to RC3 from RC2
For an unknown reason Every time I try to install a theme (for RC3), it either times out or tells me that the directory doesnt exist or that it doesnt contain a theme file.



I went in through FTP and sure enough the files are there.

Any ideas anyone?
