Missing .css file or similar file

Hello, I don't know what happened but when I was upgrading from SMF 1.1.1 to  2.0.0 RC3, the default theme (or any theme for that matter) will not display now. There was a link on the top of a page in which I clicked and made no difference what-so-ever.

I am only new to SMF so apologies if haven't supplied any other required information regarding this issue. If there is anything that you would like me to include, I will be more than happy to provide it.

What is repair_settings.php?

Run that and you should be on your way.
