Avatars do not show/not uploadable anymore

I was reinstalling a theme and some how all the avatars got deleted (no big deal). However, when I try and re-upload my avatar, I get this message"

The attachments upload directory is not writable. Your attachment or avatar cannot be saved.

All the files are still CHMOD to 777 as detailed in the "Uploading SMF" part of the installation procedure

EDIT: All of the previous attachments also got deleted some how. Posts show previous attachments but they cannot be opened/viewed
