Show "Additonal options" expanded

I know some people do not notice the "Additional Options" when they post. Would it be possible to default this to be expanded or disable the collapse/expand thing? That way people could easily click "notify me of replies".

Admin - Configuration - Themes and Layout - The settings

Then click on teh tehme you are using.

The most bottom option is: "Enable collapsible additional post options: "
To disable this option the expanded options are always visible.

It could be  possible not each Theme have this option.
