I'm using SMF 2.0 RC3.

Only mod that I have installed is the SimplePortal.
And no, I haven't tried manually installing anything.

If this is a new forum, just reinstall.

Or backup your database, and then reinstall and use the old database... Looks like a code problem to me and I've never seen something like this before happening without any edits done.

You seem to be missing language files OR you have done something within SMF which broke the codes.

Try what RoyalDuke said, use fresh files and replace them with the once already on the server. Then reinstall simpleportal.
