language bug !

i really have a probleme with the charcters Romanian characters , i want when i post :

<p>&#259;</p>
{/html}

ps: {} = []

to convert it to the romanian charachter . and i really don't know how .
i did go to the Maintanence -> database  ->convert to UTF8  but it did'nt work .

i really don't knwo what to do .

when i click page source on the page it did say that it's used ( UTF8 ) .

Strange, what version of SMF are you using? Make sure your language files are fully updated.
