How do I edit default Warning Templates?

I am trying to find a way to edit the default warning templates.  Also, I have added a few custom templates and set them to where all staff could use them.  However, when I go to warn someone, some of them don't show in the drop down menu.

All of the text for the default warning templates is located in Themes/default/Profile.english.php.

Do all of your custom templates show up when you go to Main -> Warnings -> Custom Templates from the Moderation Center?
