why my SMF2RC3 looks different than normal?

why is this?

as you can see the format layout is abnormal.

What is repair_settings.php?

I'd save repair_settings.php on your local machine and just reupload/delete it when you do/not need to use it (or better on a flash drive and use net2ftp.com (free web based FTP client)!!

ya your paths are not correct hxxp://scientificphilippines.com/chemical/Themes/default/css/index.css is not not found.
repair_settings.php make your all paths correct.
