unbanning a banned member

we banned a member ahwile bck but because were running a cross site comp this person now needs access to the site
this isnt a problem but ive removed all the things associated with his name, email, and emptied all the logs but he is still unable to access the site

is there a way around this or do i need to manually setup an account for him?
any help asap would be gr8

can be deleted now
